What makes a page not indexable?

A noindex in the meta robots tag or the X-Robots-Tag header, a non-200 status code, a redirect, or a canonical pointing to a different URL. A robots.txt block stops crawling, which usually keeps the page out too.

Why is robots.txt plus noindex a conflict?

If robots.txt blocks a page, the crawler never fetches it and never sees the noindex. The URL can still be indexed from links. Allow crawling so the noindex can be read.

Does indexable mean the page is in Google?

No. Indexable means nothing on the page blocks indexing. Google still decides whether to index it. Use the URL Inspection tool in Search Console to see the actual index status.

Does it check X-Robots-Tag headers?

Yes. The header is easy to miss because it is not in the HTML. PDFs and other files can only be noindexed this way.
